“There is an obligation of result” Montreal recently deposited the second version of his durable Development plan of the community montrealaise; it will extend until 2015. A whole network of organizations nixon, coming from various horizons, was set up to ensure the application of it; people pass to the action and make gestures to make the city more respectful of its environment to short and long-term.
The Summit of Montreal held in June 2002 recommended the preparation of a durable development plan for the city. Alan DeSousa, today vice-president of the executive committee of Montreal and person in charge of sustainable development, had previously inherited this file and it had attended the international meeting of Johannesburg on this question, the same year. He remembers this experiment: “Ten years after the Summit of Rio of 1992, one heard this refrain common to several delegates: there are many beautiful plans but not much of action on the ground; everyone was presented with beautiful visual elements, but people noted that, in the true life, there were very few things which were carried out.”
It learned a lesson from these testimonys collected in South Africa, during the preparation of the first grinding of the development plan: “While going back to Montreal, I realized that one had an obligation of result to obtain credibility near the population.” It is thus in the respect of this vision that the project started, in partnership with the District council of the environment and the District council of the elected officials: “One of the basic principles was that everyone could adhere and engage certina, and one brought together about 80 partners who came from all the associative mediums.”
The plan was born in 2005 and spread out until 2009: “One wanted to be credible while putting before quite clear objectives, by taking well defined measures to reach them and by charging responsibilities to people to arrive there.” According to such a step, 24 measurements were taken in the first phase of the application of the plan, then 36 in the second; all related to precise subjects like management responsible for the resources, the improvement of the quality of the air, the management of water golf, etc In end of track, 90% of what had been put in building site at the beginning was completed.
The network passes to the action
While being based on success obtained, the City established a model which will be useful to him for the application of the Plan 2010-2015, as Mr. DeSousa underlines it: “One was the leader in the control of the first project, but one ensured oneself that the responsibility for realization rests on the shoulders of each partner. They took part upstream in its design, then with the choice of the orientations. Thereafter, the steering committees ensured the follow-up monthly and one held of the meetings with those on a regular basis, all the three to four months, during which one validated the advance of completed work.”
With the wire of time, the network widened throughout the operations in progress, so much and so that the current plan is pressed on a solid equips: “One passed from 49 partners to more than 180 and one arranged oneself to hold to them a space privileged around the same table; such an amount of and so that the model developed by the Town of Montreal retained the interest of the University of the United Nations and American organizations kinetic, which was worth us to be recognized like a regional center of expertise in education for sustainable development.”

The support brought
The organizations and the mediums are not left with themselves and they receive tools of support, as the vice-president brings it back: “One installed tools of information for people of the network. They have of an Internet site and a bulletin of subscribers who joined thousand people; one programs lunch-talks relating on different sets of themes and relevant subjects: it was question of energy efficiency for a group, one offered information on what was a “event ecoresponsable” and one held a forum in saving in water for others. Such events caused the mobilization necessary to the realization of certain targeted projects; thus one brought together 23 partners around the small islands of heat and which one could finance the plantation of trees and shrubs. Thereafter, it was possible to us to ensure the follow-up, to prove that one planted, say chronograph, 1127 trees, that a certain amount of money was collected and that it was not just about beautiful idle talk.”
Since 2007, there exists also a rassembleuse annual demonstration: “It is an official reception of recognition in environment and sustainable development which underlines completed work. One had until now the occasion to join 1700 people in the following categories: public companies and industries, bodies and institutions, just as non-profit making companies; for each one of this one, one could illustrate the best practices to diffuse them on video and to offer in division these positive experiments. It is a very popular gathering traditional where people are invited to go to know what is done of good.”
A similar meeting is organized in collaboration with the groups of partners. Here is a tool moreover than Alan DeSousa regards as essential to the realization of the plan currently in hand.
